1. Is this legal? I am careful not to use underage chathosts. I ask younger looking chathosts their age and most of the time they give it to me. I have run into 2 chathosts under the age of 18 and I immediately left the room.

If you are satisfied with the video and not the "live" aspect, this can be a good deal. With this option you also get discounts for shows with that chathost.
4. Which site is best for me? First check the ratings and start surfing. Imlive and Livejasmin have the most chathosts. I believe that Cams.com has the some of the prettiest girls, that are not accessible on the other two sites.
